Kent Animal Shelter Low Cost Spay/Neuter Clinic -- 631-727-7797 NYS Animal Population Control Program The Animal Population Control Program (APCP), which was spearheaded by The ASPCA with the support of the New York State Legislature and local humane organizations, provides low-cost spay and neuter operations and innoculations for dogs and cats adopted from shelters, pounds, SPCAs, humane societies and animal protection associations in New York State. All state residents whose newly adopted cat or dog was not imported from another state are eligible to participate in this program. Obtain a voucher from the shelter you adopt animal from. It can be used to obtain spaying or neutering for the adopted animal from one of the many veterinarians participating in the program for only $30. If the pet requires vaccinations, there will be an additional fee of up to $10 per vaccination.
